But is SCA an obligation for stores?

.PSD2 is not directly binding for stores, but rather for payment service providers, but it is not possible to ask card holders for the two authentication factors required to correctly apply SCA, or decide not to ask them for these in the legally permitted cases, without technical adaptation of the payment terminals and gateways in the stores, it being the responsibility of the companies acquiring these to make their stores implement the necessary adaptations to be able to comply with the regulation, in cases in which that update depends on the store, as there will be others in which the update may be performed by the Acquirer. 


Issuing entities may be penalised with substantial fines in the case of not fulfilling the SCA requirements, so they may refuse to authorise payment operations if they cannot apply SCA, or they may not be sure whether or not it is a payment subject to SCA, which would have direct consequences for the store, which would lose sales and clients.
