Is it possible to refrain from applying Strong Customer Authentication (SCA) either because the customer decides to run the risk or because it has been agreed with the customer?

No, the Bank of Spain has confirmed that SCA must always be applied, except where the transaction is exempt (for example, in the case of cross-border transactions outside the EU) or where any of the legally envisaged exemptions apply.
